[Alpha Biz= Ellie Kim] South Korea’s Ministry of Land, Infrastructure and Transport has launched a comprehensive review of its affiliated institutions following media reports that the Korea Rail Network Authority may have cooperated with authorities during the December 3 emergency martial law period.
In a statement released on May 7, the ministry said it has issued an urgent directive to 31 public organizations under its supervision to examine and report their responses to the situation.
A ministry official said the probe will focus on how each institution handled the unprecedented emergency—from the declaration of martial law to the resumption of normal operations—particularly the legal basis and procedures behind their actions. “If any inappropriate conduct is identified, strict measures will be taken,” the official said.
Based on the findings, the ministry plans to establish institution-specific crisis response manuals and implement effective measures to prevent recurrence.
Earlier, MBC reported that in the early hours of December 4, even after the National Assembly passed a resolution demanding the lifting of martial law, the Korea Rail Network Authority allegedly disseminated martial law command directives to its regional offices and instructed them to cooperate with military and police authorities.
