Celltrion Faces Work Suspension Order After Fatal Fall at Songdo Plant

[Alpha Biz= Kim Jisun] Celltrion has been ordered to suspend certain operations by labor authorities following the death of a subcontracted worker who fell at its manufacturing facility in Songdo, Incheon.

The company said on March 23 that the accident occurred on March 22 during maintenance work on a canopy wastewater pipe at its Songdo Plant 2, resulting in the death of a subcontractor employee. Authorities subsequently issued a work suspension order and launched an investigation into possible violations of the Occupational Safety and Health Act and the Serious Accidents Punishment Act.

Celltrion clarified that the suspension applies only to the specific maintenance activity related to the leak repair, adding that overall operations at Plant 2 continue as normal.

Although the deceased worker was employed by a subcontractor, South Korea’s Serious Accidents Punishment Act requires principal contractors to ensure the safety of subcontracted workers. As the incident occurred at a Celltrion facility, the company may also be subject to legal responsibility.

However, liability could be mitigated if the company can demonstrate that it conducted proper risk assessments and implemented adequate safety measures. Legal experts note that under the law, senior management may face criminal liability if safety obligations are found to have been insufficiently fulfilled.
