Google’s “Investment Promises” and Korea’s Willing Suspension of Disbelief

Once again, Google has unveiled a rosy vision of large-scale investment in Korea—an announcement that predictably dominates headlines whenever a new administration takes office or policy momentum is needed.

Yet behind the glossy headlines lies a familiar and increasingly transparent pattern. Google’s repeated “boy who cried wolf” pledges, paired with a Korean government eager to claim achievements, risk becoming a well-rehearsed farce.

A “Pardon-by-Investment” Strategy

Google generates massive revenues in Korea, but the corporate taxes it pays are widely viewed as disproportionately small relative to its market dominance and earnings. Its use of offshore structures to minimize tax liabilities has long been an open secret.

Whenever public criticism intensifies—over issues such as tax avoidance, network usage fees, or abuse of market dominance—Google has reliably turned to a familiar playbook: announcing support for startups or plans to establish innovation campuses.

These initiatives, often framed as symbols of cooperation and innovation, tend to surface at moments of peak scrutiny. Once attention fades, however, the commitments frequently diminish into modest follow-through or fade altogether.

The underlying question is increasingly difficult to ignore: how long should such symbolic “investments” be treated as substitutes for fulfilling basic tax obligations?

Government Enthusiasm, Thin Commitments

More troubling is the Korean government’s apparent willingness to embrace these announcements. Recently, Kim Yong-beom highlighted a memorandum of understanding with Google DeepMind to establish an “AI campus” in Seoul within the year—heralded as a global first.

Yet the agreement reportedly lacks binding commitments or clearly defined investment 규모, raising questions about substance versus optics. The spectacle of senior officials celebrating a non-binding agreement risks reinforcing the perception that policy achievements are being measured more by headlines than by tangible outcomes.

Administrative Convenience Over Substance

The response from ministries such as the Ministry of Science and ICT reflects a broader bureaucratic dynamic. Whether knowingly or not, such announcements can be repackaged as policy successes, helping to meet performance targets and align with political priorities.

But the role of government should not be to amplify corporate messaging. It should be to act as a firm regulator—ensuring fair competition, safeguarding domestic ecosystems, and addressing structural imbalances created by global tech giants.

Time for Substance Over Symbolism

If Google’s commitment to Korea is genuine, it should begin with meeting its tax obligations commensurate with its scale of operations. That is the baseline expectation for any responsible corporate citizen.

Likewise, the government faces a choice: continue applauding symbolic gestures, or take a firmer stance to uphold tax fairness and market integrity.

The credibility of both sides may ultimately depend on moving beyond rhetoric—and replacing recurring promises with measurable action.
