UK Trade Remedies Authority Launches Anti-Dumping Investigation into Korean Steel Imports

[Alpha Biz= Kim Jisun] LONDON – June 6, 2025 — The UK’s Trade Remedies Authority (TRA), an agency under the Department for Business and Trade, has launched an anti-dumping investigation into certain steel products imported from South Korea.



The TRA announced that the probe will examine whether hot-rolled heavy steel plate products imported from South Korea between April 2023 and March 2024 were dumped into the UK market. The investigation will also assess whether the UK’s domestic industry suffered material injury from April 2021 to March 2024 as a result.



The subject goods are flat-rolled products of hot-rolled steel plate, with a width of 600mm or more and a thickness of 4.75mm or more. These materials are commonly used in infrastructure projects, heavy machinery manufacturing, and shipbuilding. Imports of Korean heavy plate into the UK surged from 14,000 tons in 2021 to 40,000 tons in 2023.



The investigation was triggered by an application filed by UK-based steel manufacturer Spartan UK, which claimed that dumped Korean imports have caused injury to the domestic industry through declining prices, reduced sales volumes, and deteriorating profitability and productivity.



The TRA will collect input from the South Korean government and industry stakeholders through August 2025. Verification visits and data analysis will continue through February 2026. If the agency determines that remedial measures are warranted, it will then assess whether such measures align with the UK’s broader economic interest. A final recommendation is expected by August 2026.
