[Alpha Biz= Paul Lee] Hyundai Engineering & Construction has come under scrutiny after it was found that key rebar placement detail drawings were not prepared in connection with the GTX-A Samsung Station section project.
According to materials submitted to the National Assembly and reviewed on May 28, none of the 26 approved construction detail drawings included rebar placement plans for structural columns where rebar omissions were later identified.
Construction detail drawings are legally required documents that translate design plans into actionable instructions for on-site work. Government guidelines mandate that such drawings include rebar layout, spacing, installation methods, joint locations, and material specifications.
While the approved drawings covered items such as waterproofing, concrete filling, and finishing works, they did not include detailed instructions for column rebar placement—despite columns being critical structural components.
Experts suggest that the absence of detailed rebar drawings may have contributed to the omission, as these documents serve as essential guidance for field workers.
The company had budgeted approximately KRW 50 million for preparing 274 pages of construction detail drawings. Hyundai Engineering & Construction acknowledged that the specific rebar detail drawings were not prepared but argued that the primary cause of the issue was a misinterpretation of the original design drawings rather than the absence of detailed plans.
Under current regulations, failure to comply with construction detail drawings may result in orders for rework or suspension, and responsibility may also extend to project owners if proper documentation requirements were not clearly specified.
