Seoul City Moves to Penalize Hyundai Engineering & Construction Over Rebar Omission

[Alpha Biz= Ellie Kim] SEOUL, June 12 — The Seoul Metropolitan Government has notified Hyundai Engineering & Construction of a two-point penalty over a rebar omission issue at a section of the GTX-A railway project, according to an exclusive report by SBS Biz.

According to industry sources cited by SBS Biz on June 11, the city recently delivered a formal notice outlining the penalty related to construction and safety management shortcomings in the Samseong Station segment of the project.

The project is overseen by the Seoul Metropolitan Government’s Infrastructure Headquarters, which is authorized to impose penalty points on contractors for poor construction practices or inadequate quality and safety control.

Hyundai E&C has until the end of this month to file an objection. If contested, the final penalty will be reviewed by a committee of external experts.

If confirmed, the penalty could weigh on Hyundai E&C’s ability to participate in public tenders, as accumulated points may lead to disadvantages in prequalification reviews or restrictions on bidding.

Under Korean construction law, penalty points are factored into bidding qualifications and can impose broader restrictions depending on cumulative levels.
